Safety Policy and Objectives – Establishing the Framework

In the aviation sector, the safety policy serves as a critical foundation for the entire Safety Management System (SMS). This initial component delineates the organization’s commitment to safety and the principles governing its safety management practices. An effective safety policy outlines clear objectives, responsibilities, and processes to minimize risks and enhance safety performance.

Accountability is a pivotal element of a robust safety policy. Leadership within aviation organizations must define roles and responsibilities, ensuring that all personnel understand their duty to contribute to safety protocols. For instance, accountability is explicitly outlined in organizations such as the Federal Aviation Administration (FAA) and the European Union Aviation Safety Agency (EASA), with designated safety managers responsible for implementing safety measures and addressing safety concerns. This clear delineation fosters a culture of responsibility whereby each member is aware of their contribution to the overarching safety objectives.

Commitment to safety is another crucial aspect of a safety policy. Aviation leaders must express their dedication to establishing a safe operational environment. By communicating a strong safety message, they reinforce the importance of safety in every aspect of the organization’s functions. For example, Qatar Airways has been recognized for its commitment to safety, reflected in its stringent operational protocols and regular audits. Such commitment enhances operational integrity and instills confidence among employees and stakeholders.

Leadership plays a pivotal role in establishing an effective safety policy. Leaders must model behaviors that emphasize safety, ensuring that they are woven into the organizational culture. The implementation of regular safety training and open lines of communication regarding safety concerns illustrates a proactive approach. Effective safety policies, exemplified by the continuous safety improvement programs at Singapore Airlines, showcase the importance of leadership in promoting a safe aviation environment.

Safety Policy and Objectives has 5 essential elements as follows:

Management Commitment and Responsibility

The safety policy should be visibly endorsed by senior management and the accountable executive. “Visible endorsement” refers to making management’s active support of the safety policy visible to the rest of the Organization. The safety policy should also make reference to the safety reporting system to encourage the reporting of safety issues and inform personnel of the disciplinary policy applied in the case of safety events or safety issues that are reported.

Safety Accountabbilities

The accountable executive, typically the chief executive officer, is the person who has ultimate authority over the safe operation of the organization. The accountable executive establishes and promotes the safety policy and safety objectives that instill safety as a core organizational value.

Appointment of Key Safety Personnel

Appointment of a competent person or persons to fulfil the role of the safety manager is essential to an effectively implemented and functioning SMS.

Coordination of Emergency Response Planning

Coordination of emergency response planning refers to planning for activities that take place within a limited period of time during an unplanned aviation operational emergency situation. An emergency response plan (ERP) is integral to a service provider’s SRM process to address aviation-related emergencies, crises, or events.

SMS Documentation

The SMS documentation should include a top-level “SMS manual,” which describes the service provider’s SMS policies, processes, and procedures to facilitate the organization’s internal administration, communication, and maintenance of the SMS.
